Well to a certain extent your right, but there are certain rules of storytelling that need to be adhered to.
For example, Thelma being a ghost serves the 'exposition' part of the story - in that she gets to discover everything that is driving the story.
But what doesn't make sense is that she's taken to being a ghost so completely. How about a bit of angst, as she comes to terms with the fact that she's dead? That she cant just do things she used to be able to etc.
Okay, she might be a 'poltergeist' but they are generally angry ghosts, upset at being dead. She just seems to be, for the purposes of the story, dead, but still a real person...

They just seem to have mish mashed a whole bunch of different fantasy elements - voodoo (Though that only seems to serve the back history bit), Biblical tales, Egyption Mythology, and of course, Wiccan.
Generally it feels like a bit of a mess. Buffy, and more specifically, Angel, did it better...
